The laws, which can send first-time, nonviolent drug offenders to prison for 15 years to life, have sparked a contentious debate between lawmakers. Supporters argue that all drug traffickers deserve the stiffest penalties; opponents argue that sentences failing to distinguish between minor and major offenders can make larger problems.
