- Legislator and county commissioner Earlean Collins was born October 5, 1947 in Rolling Fork, Mississippi. She earned a B. A. degree in Sociology from the University of Illinois at Urbana-Champagne. Collins' was introduced to Illinois politics through her marriage to Otis Collins, who served for eight years in the Illinois House of Representatives. By 1975, She was separated from her husband and working for the Department of Children and Family Services. Encouraged to run for political office, Collins was elected to the Illinois State Senate in 1976, the first African American female elected the Illinois Senate. She served on several committees, chaired both Transportation and Developmental Disabled Homeless Committees and was selected as an assistant minority leader. Collins made an unsuccessful run for State Comptroller of Illinois. In 1998, she resigned from the Senate after two decades to run for Commissioner of the Cook County Board, where she served until 2014.
